Custody status answers a narrow question. It does not necessarily give the release timestamp, legal basis, court file, or agency that received the person in a transfer. Non-emergency calls are limited to 7 a.m. through 9 p.m. Transfer alerts are delayed eight hours, and death notices are delayed twelve hours. Text, email, and app notices generally generate one notice when received, subject to those event delays.
Those timing rules explain why a family member can learn of a custody change after the physical event. Agency reporting, network delivery, and the built-in delay for some event types all matter. A phone call also does not say that the person went home. A transfer notice may mean movement to DOC, ICE, another county, or another authority.
